MCS and the consumer codes: what certification opens and what it costs
For renewables work in the UK, certification is not a badge — it is the gate. Without MCS your customer cannot claim the heat pump grant, which means in practice that you are not quoting for grant-funded work at all. That single fact shapes whether a plumbing and heating firm can take on the fastest growing part of its own market.
What the grant actually requires
The Boiler Upgrade Scheme in England and Wales requires that the installer is MCS certified and a member of a recognised consumer code — RECC or HIES. Both, not either. Source: GOV.UK, consulted 23 August 2026. The amounts and the rest of the conditions are in the grant depends on which nation the house is in.
What certification asks of the business
Rather than of the individual, which is the part that surprises people coming from Gas Safe. It is a quality management standard: documented procedures, records kept in a defined way, and an assessment that looks at your paperwork as much as at your installations. Which is to say the ongoing cost is largely administrative, and it falls on whoever in the firm is least able to absorb it.
What it asks for: a competent person with the training for that technology, a quality handbook, public liability of at least £2m, a two-year workmanship warranty backed through the consumer code, membership of RECC or HIES, and an annual surveillance audit. Budget roughly £1,000 to £1,500 in the first year and £800 to £1,200 a year after that, spread across the certification body, the consumer code and a fee per installation. Those are 2026 figures and indicative — they change, and the bodies themselves are the only reliable source.
Why the record-keeping is the real work
- Design calculations kept for each installation, and findable afterwards.
- Commissioning records completed consistently rather than however the engineer that day preferred.
- Handover documentation actually given to the customer, and evidence that it was.
- Complaints logged and their resolution recorded.
- Each installation registered within the scheme's deadline.
None of that is difficult. All of it is easy to be behind on, and being behind on it is what turns an assessment into a bad week. Firms that keep the records against the job as the work happens find assessments uneventful; firms that assemble them beforehand find out how much is missing.
What the consumer code adds
The code is about the customer-facing side: how you quote, what you promise, deposit protection, cancellation rights and how complaints are handled. It brings standard wording into your quotes and contracts — which, once it is in a template that goes out by default, costs nothing per job and is the most common thing to be pulled up on when it is not.
Is it worth it
It depends entirely on whether you intend to do grant-funded work. If you do, there is no route around it. If you do not, the cost and the administration buy you very little. What is worth avoiding is the middle position: certified, but not doing enough of the work to absorb the overhead. That decision is easier to make with a year of job costing behind it than with a feeling about where the market is going.
